The technology was developed in national labs in 1980s and 1990s and licensed to Silicon Valley Group, which was bought by ASML in 2001. But I assume the old patents all expired…

I don't know about stock ownership,but for sure the IPs ASML uses for the cooler machines are all licensed from the US government.
